HDDS-15075. Add metrics for EC decommission speedup
Please describe your PR in detail:
SCM Metrics: ec_reconstruction_decommission_triggered_total and ec_reconstruction_global_limit_reached_total.
DataNode Metrics: volume_outbound_concurrency_wait_total and histograms for volume-level wait times.
CLI/Recon: Ensure the new state (reconstruction vs replication) is visible in the container decommission status.
